TITLE: SHAKEDOWNS

POLICY:
Shakedowns shall be conducted with the intent of discovering contraband that has been introduced into the facility. Such shakedowns shall be conducted with due regard for the dignity of the individual. All property confiscated shall be carefully inventoried and stored pending return to the rightful owner or other legal disposition.
DISCUSSION:
Facility supervisors shall coordinate shakedowns to establish a consistent and efficient procedure with respect to the offender's rights and privileges under all applicable regulations governing our facility.
DEFINITIONS:
- Contraband: Any item, which is not specifically issued or authorized by the institution, or any authorized item that has been altered for other than their intended purpose; or approved items in excess of authorized amounts.
- Narcotics, hallucinogens, intoxicating beverages, legal or illegal drugs and/or their paraphernalia;
- Weapons or plans for their manufacture;
- Perishable goods, including food or beverages;
- Any item that can be shown to threaten the security, safety, or good order of the facility;
- Evidence of a crime.
- Shakedown: A systematic search of an offender and their living quarters and any areas that an offender has access to.
- Routine Shakedowns: Shakedowns conducted on a regular basis, but scheduled to be conducted at irregular locations by the Shakedown Coordinator.
- Reasonable Cause Shakedowns: Shakedowns authorized by a supervisor and conducted on reasonable suspicion that an item or condition exists in a housing area or the facility that could endanger the safety, security, or good order of the facility.
- Shakedown Coordinator: The staff member that is designated to schedule, coordinate, and review documentation of routine shakedowns. This staff member shall be designated by the Jail Commander.
RULES:
- All shakedowns shall be conducted by facility staff.
- Shakedowns shall not be conducted for the purpose of offender harassment.
- All offender movement shall be stopped in the affected housing area during a shakedown.
- Routine shakedowns shall be conducted in the facility on a weekly basis.
- Routine shakedowns of unoccupied areas, including food service and laundry areas, shall be conducted on a quarterly basis at the direction of the Shakedown Coordinator.
- All shakedowns shall be documented on the Shakedown Log and the Shift Briefing Report.
- Maintenance notification shall be completed for any necessary repairs.
- Offenders shall be pat-searched and also searched with a hand-held metal detector.
- Offenders suspected of concealing contraband on their person shall be strip-searched upon authorization of the on-duty supervisor
